Financing Historic Preservation
WEDNESDAY, APRIL 23, 9:00 AM - 12:15 PM

A round-table of developers, tax attorneys and accountants, architects, and investors will lead an interactive discussion of current trends in financing adaptive re-use historic projects, including the federal historic and new markets tax credits, as well as local incentives such as the Mills Act.  Using the Judson Building, Los Angeles, CA and the Fox Oakland Theatre, Oakland, CA as examples, the panel will discuss the "basics" (the all-important source and use schedule, and the operating pro-forma), as well as how to "balance" the complexity of IRS rules, NPS requirements, and multiple financing partners, with project staff and time constraints in order to meet project goals. This Workshop is geared towards developers, commercial real estate lenders, planning and redevelopment departments, and local business, government or community leaders.

Through the Restoration Glass –
Looking at the Preservation of Historic Windows
in the Age of Energy Efficiency
WEDNESDAY, APRIL 23, 1:00 - 5:00 PM

An area of conflict between LEED and the Secretary of the Interior’s Standards is the retention and re-use of historic windows. This Workshop will examine the conflict in detail by

1) defining current performance and code requirements for windows;

2) describing methodologies for assessing existing windows (including field performance testing and life cycle analysis);

3) reviewing strategies for retrofitting windows to improve performance; and

4) defining criteria for window replacement (if the windows are no longer viable).

Archeology 101 - 5,000 Years of History and Six Years of Permitting
WEDNESDAY, APRIL 23, 1:00 - 5:00 PM

The St. Helena Flood control project identified seven prehistoric and three historic resources within the proposed project area. Using the St. Helena Flood Control project as an example, this Workshop will provide hands on examples of elements common to most projects which have cultural resource issues for a variety of archaeological resource types. Presentations will provide the participants with interactive examples of various stages of the regulatory process from project conception to construction. The Workshop will cover prehistoric as well as historic resources and is intended to illustrate, by example, what the critical historic preservation milestones might be for a large complex project with both State and Federal oversight. Finally, the appropriateness of using agreement documents, such as a Memorandum of Agreement or Programmatic Agreement will be presented.

Sustainability and Historic Preservation
FRIDAY, APRIL 25, 9:00 AM - 12:15 PM

This Workshop will focus on the intersection between the Secretary of the Interior's Standards and LEED, addressing the challenge of integrating sustainability into preservation projects while still meeting the Secretary of the Interior's Standards. It will include case studies of several completed projects which met Tax Act requirements and also were LEED Certified. The Workshop will conclude with a moderated panel discussion on the subject.
