The Mills Act is one of the most important financial incentives for the rehabilitation of historic buildings in California. Created by state law, it provides a financial incentive to property owners and municipalities, to address the short-term economic challenges of rehabilitating historic buildings and revitalizing urban cores in cities both large and small.
The workshop will feature an overview of The Mills Act state legislation, examples of Mills Act programs, their requirements and implementation and a discussion of the process to design, obtain approval, implement, and modify a Mills Act program tailored to the specific needs of your community.
Case studies, led by city and county staff responsible for historic preservation, economic development, and tax assessments, will be used throughout the presentations. Participants will learn what the Mills Act encompasses, how to analyze economic impact, design a program to meet specific objectives, obtain required approvals, and maintain a Mills Act program.
